A good emergency pack ships template-ready liveries so your community can skin units to your own department, working emergency lighting, and a sensible mix of roles β€” patrol units, interceptors, SUVs, an unmarked car or two for detectives, plus ambulances and fire apparatus on the EMS side. Buying these as a coherent pack means your whole fleet shares a consistent look instead of a patchwork of mismatched mods.

Liveries deserve special attention. A pack with clean, template-ready livery slots saves you literal weeks of design work, because your team can drop your department's branding straight onto a known UV layout rather than reverse-engineering each model.

ELS vs non-ELS β€” pick before you buy

Emergency lighting in FiveM comes in two broad flavours. ELS relies on a dedicated lighting resource and gives extremely granular control over patterns and stages, which serious police-RP communities often prefer. Non-ELS (sometimes called standalone or vanilla-style) bakes the lighting into the vehicle itself and works without any extra dependency, which is simpler to install and maintain. Neither is strictly better β€” but you want every car in your fleet to use the same approach, so decide which your server runs before you build out the garage.

Building a believable department

Start with a core police pack to cover patrol and supervisor roles, add an EMS pack for ambulances and medical response, and bring in fire apparatus if your server runs a fire department.
