Affordable doesn't mean low quality, either. Many of the most popular cars are inexpensive precisely because they're focused, single-model releases: one clean, optimized vehicle done well, rather than an elaborate bundle. For a budget build, those single cars are your friends.
Where to spend and where to save
Spend on the cars your players actually interact with: the dealership hero cars, the police interceptor everyone drives, the drift car your tuning crowd lives in. Save on background traffic by leaning on a value pack, where the per-car price is a fraction of buying models individually.
